The ISCI supports what the constitution confirmed about the importance of the Iraqi tribes and clans and their role in maintaining security in all parts of Iraq given the good role played by the tribes of Anbar, South Baghdad and Diyala in fighting terrorists. It also hails the efforts of Sunni scholars and Iraqi Islamic Party who fought against Al-Qaeda in Iraq. The ISCI shares the suffering of our citizens (Sunni, Shi'i, Arabs, Kurds, Turkmoman, Kurd Failis ,Shabaks, Cladu-Assyrians , Eyzidiah, Sabea ) in different parts of Iraq due to the terrorist assaults.

Activate the law of terrorism fighting, accelerate the procedures of disbanding all militias, stress the law enforcement and prevent any activity, vested to the government, if performed by whichever side.

Support the plan policy of " Law Enforcement".

The ISCI hereby calls for the release of detainees in Iraq especially those who were not proved guilty. Legal and humane standards must be followed in arrest, investigations and imprisonment cases.

Empower the project of regions according to the people's determination and constitutional mechanisms based on factualism to finalize this project as per the desires of governorates populations in such a way guarantees the following conditions :

The unity of Iraq.

Cultural, geographical, administrative, economic and historic consistency among regions originated.

Consolidate the national unity preventing any split or division.

Transparency of relation in powers, liabilities, rights and duties between the federal government and local governments.

Encourage different governorates in setting joint plans for best achievements in different aspects giving a special attention to the most deprived areas of the Middle and the South of Iraq.

Continue the work to submit proposals for replenish the constitutional incompleteness especially concerning the “Council of Federation" as per the constitution…develop the election law.

Come up with feasible and constitutional solution for settling the case of governorates borders and disputable areas including Karkuk.

Activate a number of constitutional items and accelerate issuing the relevant laws.

Consolidate the relations with Iraq neighbors, region, Arab and Islamic countries based on mutual respect and interests and non-interference in other states' affairs.

Attempt at establishing a political, security and economic system among the region states and their civil institutions based on partnership and mutual interests.

Clear all consequences of the past accumulated due to the aggression committed by ex-Saddam's regime against Islamic Republic of Iran and State of Kuwait based on observing the international resolutions concerning

demarcation process and other pending issues with other neighboring countries.

The ISCI calls for a broader cooperation with all states to wipe off the remaining of ex-regime and save Iraq from debts and damages which prejudice the country and its development.

Maintain defending the Palestinian question and putting an end to the Israeli occupation.

Establish constructive relations with the world states and civil society institutions based on boosting the political process and the new Iraqi order.

Relay the Iraqi case from a phase of crises, jeopardizing the international peace, as it was during ex-regime regime to the phase of consistency, adjustment, cooperation and mutual interests.

Give a special attention to the development of friendship relations with states which supported and still support Iraq whereas reasonably review the relations with those took unfavorable stands against Iraq.

The presence of the MNF is an interim in Iraq and the international community should help Iraq build its security infrastructures to restore its full security sovereignty as per UN resolution No. 1723.

Drive the international community to set effective and feasible plans to prevent the international terrorism and Ttakfiri groups from violating Iraqis blood, considering these actions as genocide crimes denying any financial, press, political, cultural or armed coverage.

Encourage the official and unofficial Iraqi diplomatic activities to play a more powerful role to support the stand of the new Iraq and fend off any adversary activities or conspiracies. The ISCI hereby supports the Iraqi government initiatives like joining the International Pact Document.

The ISCI calls the regional and international parties in the area to resort to constructive dialogue for solving intra-problems instead of using force for doing so.

Highlight the importance of promoting woman to take key role in the social and human development.

Stress full support to the role undertaken by the youth in the social work inviting the civil society institutions to make use of the innovative potentials of this stratum.

Accentuate the important role played by the civil society institutions as key source of the human resources.

Call the federal government and charity institutions to take care of the poor and deprived families and create social care networks.

Pay attention to culture institutions and its affiliates and provide support and care to the educated and highbrow class.

Provide support and attention to the Iraqi scientific institutes all over Iraq and help them work independently in general and in the governorates and regions in particular.

Choose the well-established universities when dispatching scholarships abroad taken into account to be used evenly among governorates based on population rates.

Urgent need to provide basic services to our people who is still suffering a lot due to shortage and absence of most

utilities and call the federal government and local governments to exert more real and major efforts for addressing these defects and shortages placing sound and strict laws to fight financial and administrative corruption.

Give extraordinary priority and attention to the oil, gas and petrochemical industries; advance them for the public interest. Enact the law of oil and gas and attached laws.

The ISCI diligently work to advance the power institutions and remove the boring routine, and inability in most cases to provide the least level of simple services and projects. The corruptive officials should be accounted as per law.

Commend the example of the Iraqi council of representatives, its parliamentary blocs in particular and the governorates councils demand them to maximize the development of federalism and decentralization concepts for the benefit of different areas citizens.

The example of Kurdistan government is highly appreciated and the breakthroughs achieved provide an evidence of the success of federal democratic system.

The ISCI hails the performance of the Iraqi judicature, criminal courts and supreme criminal court and support empowering this vital system.
